Poway calls itself the City in the Country, and its lots show it: rural zones, yards that end at native brush, and grade that changes within one run.
Many Poway yards step toward a canyon or climb toward the hills. A fence that follows grade needs posts set for the slope, panels racked or stepped, and a clear point where a retaining wall takes over. Where that wall creates usable yard, the City's code counts wall and fence against one 6-foot limit unless a 5-foot landscape area separates them.
More than 90% of Poway sits in a mapped Fire Hazard Severity Zone. The rear fence often divides irrigated yard from native brush, and the side fence often ties into the house. Material choice matters most at those two points.
Poway's RR-A through RR-C zones are intended for lots of one acre or more, with front yards 40 feet deep. Horse areas, long frontages and working side yards mean more gates, longer spans, and hardware used every day.
Poway sets its own fence rules, and some differ from the county numbers people quote. Where two City sources disagree, we say so and name the department that decides.

The City's dates don't line up. The code states the rule above, yet the City's fire hazard page tells existing Very High zone homeowners that Zone 0 requirements take effect in January 2030. Most Poway pool and front-yard plans start with aluminum. The front-yard rule wants the top 2 feet of a 6-foot fence open, which is how an open picket reads. The pool rule ties picket gaps to rail spacing, so we set the rails first and let the gap follow.
On sloped side yards, aluminum panels can often be racked to follow grade, keeping the bottom gap even where a pool barrier allows 2 inches to earth. The metal is noncombustible and doesn't rust red. See aluminum fencing and aluminum gates.
Steel belongs where the lot meets the hillside. Poway's WUI Code lists metal or precast fire-rated fencing at the top of a slope as a possible mitigation for a reduced building setback. That is the fire official's call, so we plan the run with the decision in hand.

A block retaining wall that creates a flat yard, with a fence on top, has to fit within 6 feet combined. When the design needs more, a 5-foot landscape area between walls turns one tall wall into two terraces. See block walls.
Stone-filled gabions suit Poway's rocky slopes, drain freely and add nothing combustible along an open-space edge. Where one retains soil, the same height and permit thresholds apply. See gabion walls.

As of September 2026, Poway caps a residential wall, fence, retaining wall or combination at 6 feet. In the required front yard, at least the top 2 feet of a 6-foot fence must be open, and within 15 feet of where a driveway meets the street the limit is 3 feet.
Fences up to 6 feet are exempt under Poway's building code amendment. A wood or masonry fence carrying added load loses that exemption, and retaining walls are exempt only at 3 feet or less with no surcharge. Confirm edge cases with Poway Building.
Poway's WUI Code requires the first 5 feet around combustible buildings in Very High zones and WUI areas to be hardscape or noncombustible ground cover. It doesn't name fences, and the City's fire page says Zone 0 takes effect for existing homes in January 2030. Ask Poway Fire Prevention how your address is treated.
PMC 8.52 requires a perimeter barrier plus an enclosure between house and pool, at least 60 inches tall, with no opening that passes a 4-inch sphere. Gates swing away from the pool, self-close and self-latch.
