Fence rules in Ramona, Valley Center, Fallbrook and Bonsall

County rules cover all four communities. Defensible space falls under the 2026 County WUI Code, which the County's 12 unincorporated fire protection districts adopted.

  • Front yard42 in, or 72 in on acreage

Fences stop at 42 in in front and exterior side yards. On lots of one gross acre or more in the A70, A72, RR, S82, S88, S90 and S92 use regulations, open fences of woven or barbed wire, wrought iron, pipe corral or rails may be 72 in, with posts no wider than 24 in, no taller than 72 in and at least 8 ft apart edge to edge. How that spacing applies to an ordinary rail fence isn't settled, so confirm with County PDS.

  • Side and rear72 in

Solid or open, fences in rear and interior side yards may be 72 in.

  • Building permitOver 6 ft

Fences and freestanding masonry walls up to 6 ft need no building permit if they also meet zoning; pool barriers aren't covered by the exemption.

  • Retaining walls3 ft of soil

A retaining wall is exempt only if it retains 3 ft of soil or less, stands no more than 6 ft overall from the lowest finished grade, has level backfill with no structures within 6 ft and carries no surcharge.

  • Pool barrierPermanent, from neighbors

A new or modified pool needs a permanent enclosure separating it from neighboring properties; removable fencing doesn't count. It stands at least 60 in on the side away from the pool, the gate latch sits at least 54 in above the bottom of the gate, and everything is inspected before plaster or fill.

  • Fire · Zone 0In the County code

The County WUI Code requires the 5 ft around a building to be continuous hardscape or noncombustible materials, and its Zone 0 figure says to remove combustible “fences attachments.” A County fence handout asks for noncombustible material or fire-retardant wood within 5 ft of a building, though its current code basis is unconfirmed. The state's Zone 0 package was withdrawn from review on September 8, 2026 and is not in effect.

Why County acreage is different

What Shapes a Fence on County Acreage

01 · Enclosures

Where horse enclosures can go

Enclosure setbacks follow the parcel's Animal Designator: 10 ft from interior side and rear lines in the most restrictive column, down to 0 ft for an open enclosure in the least restrictive. A pasture of at least an acre with no interior fencing, not used for permanent keeping, is exempt (County Zoning Ordinance § 3112).

02 · Wire

Barbed wire: allowed, not advised

County zoning lists barbed wire among the materials for a 72-in large-lot fence. University extension guides from Minnesota, Georgia and Penn State advise against it for horses, and Penn State suggests horse fences of 54 to 60 in. That is guidance, not law.

03 · Barns

The barn has its own fire zone

The County WUI Code requires a fuel-modification zone around every building designed to house farm animals, while fences more than 5 ft from a dwelling don't count as structures for it (§ 604.6).

Common questions

County Acreage Fence Questions

Can a side-line fence go taller than 6 ft?

Up to 7 ft 6 in by administrative exception, in an interior side yard or a rear yard that doesn't abut a street, private road or alley, with written consent from all contiguous owners. Beyond that, the Director may grant an Administrative Permit after notice to owners within 300 ft (County Zoning Ordinance § 6708).

Can a pool on acreage skip the neighbor-side fence?

Only on a lot of 3 net acres or more with the pool at least 100 ft from the nearest property line, and with one County-accepted and one State-accepted safety feature installed (PDS 379).

How do I find my parcel's zone and animal designator?

Both are set parcel by parcel on the County zoning map; County Planning & Development Services can confirm them.
