Fences, Gates & Walls in Vista

Modern Fence & Deck builds aluminum and steel fences, manual side, pedestrian and pool gates, block and gabion walls, and steel pipe-rail horse fencing for Vista homes, from small residential lots to the estate and agricultural zones where the code allows horses. Vista lies west of San Marcos on SR 78, two cities from our fabrication shop in Escondido.

Fence rules in Vista

Vista's front-yard limit turns on one line: the main-building setback from a road easement. Inside it, fences stay low; past it, they can stand tall.

  • Near the road42 in solid, 60 in open

Inside the required main-building setback from any public or private road easement, a fence or wall may be 60 in if it is at least 90% see-through and 42 in if it is not. In R-1 zones that setback runs 50 ft from the street centerline.

  • Elsewhere on the lot10 ft

Past the road setback, fences and walls may reach 10 ft; Vista has no separate 6-ft side or rear limit. Parallel fences or walls stay at least 3 ft apart unless the City Planner waives it.

  • Building permitOver 84 in

The City's exempt-work handout covers fencing up to 84 in, so a fence between 7 and 10 ft is allowed by zoning but needs a building permit.

  • Retaining wallsUnder 4 ft

A retaining wall needs a permit unless it is under 4 ft from the bottom of the footing and holds no surcharge, and it must be decorative block or finished to match the house. A retaining wall with a freestanding wall on top needs none if the total is under 7 ft from the lower grade, with no more than 2 ft of soil retained.

  • Pool barrier60 in

Outdoor pools, hot tubs and spas need a barrier at least 60 in tall, measured on the side away from the pool, with no opening that passes a 4-in sphere; a spa of 64 sq ft or less may use a locking rigid cover instead. Gates open away from the pool, self-close, self-latch and take a lock at 54 in or higher; the City's 2014 handout puts the release at 60 in unless it's shielded on the pool side, so confirm the current standard with Building.

  • Fire · Zone 0A local fence rule

Vista's 2025 defensible-space ordinance says fences “may not be attached to or come into direct contact with” a building or other structure, though the City may approve noncombustible alternatives. The chapter is written for any parcel in the city, not only mapped hazard zones. The state's Zone 0 package was withdrawn from review on September 8, 2026 and is not in effect.

Hedges can't grow taller than the solid-fence limit (VDC § 18.58.380). This is planning information; the City decides what a project needs.

Why Vista is different

What Shapes a Vista Fence

01 · Driveways

A 2-ft corner at every driveway

No fence, wall or cut bank over 2 ft may stand within 6 ft of the point where a driveway's edge meets the property line, so the panels beside a driveway step down even where the road setback would allow 42 in (VDC § 16.57.090).

02 · Horses

Horse zones and corral distances

E-1 lots may keep one horse per half acre; A-1 lots two for the first acre and one per additional half acre. Pens, corrals and stables stay 75 ft from the front lot line, 15 ft from an interior side, 10 ft from the rear and 20 ft from any dwelling; whether an open corral fence counts as a corral structure isn't defined, so confirm with Planning (VDC § 18.08.010, § 18.10.010, § 18.58.470).

03 · Creeks

Three creeks mapped High

When Vista adopted CAL FIRE's 2025 hazard map, it also designated Buena Vista Creek, Buena Creek and Agua Hedionda Creek as High fire hazard severity zones (VMC Ch. 8.63). The City notes the maps aren't property-specific; the CAL FIRE viewer shows where a parcel falls.

Common questions

Vista Fence Questions

Does a slat or picket fence count as open near the road?

Usually not. For the road-setback limit, Vista treats any fence less than 90% transparent as solid, which holds most picket, slat and horizontal designs to 42 in there; confirm a borderline design with Planning (VDC § 18.58.370).

Can a fence go on an easement?

Not on a public or private road easement, except a single-lot fee strip with no road-easement access. On any other easement, the easement holders of record must give written permission first (VDC § 18.58.370).

Can a horse fence have a barbed-wire top?

No. Vista's code says barbed wire, razor wire and similar materials aren't permitted fencing materials and may not be attached to any fence, building or structure, with no exception for agricultural zones (VDC § 18.02.300).

Does the Zone 0 rule reach an existing wood fence?

The ordinance sets no fence-specific deadline, and it doesn't spell out how existing fences that touch a house are handled. The Fire Prevention Bureau (760-643-5356) can say how it applies to yours.
