What changes the plan

What Shapes a Fence Here

01 · Canyons

Brush management Zone One

On City lots with native or naturalized vegetation within 100 ft of a structure, brush management applies, and fences and walls inside the 35-ft Zone One must be noncombustible, one-hour fire-rated or Type IV heavy timber (SDMC § 142.0412). A rear fence at a canyon edge can fall inside it.

02 · Grade

Fences on retaining walls

A fence on a retaining wall is measured from grade on the high side. In a front yard, two retaining walls of up to 3 ft each are allowed if they're separated by at least the upper wall's height, with an open fence of up to 3 ft 6 in on top (SDMC § 113.0270, § 142.0340).

03 · Planned communities

HOA review on top of the code

Much of 4S Ranch, Del Sur, Rancho Bernardo and Rancho Peñasquitos was built as planned communities. Where an HOA applies, its design review sits on top of the City's or County's rules.

What we build

Fences, Gates and Walls We Build Here

Manual gates only: we don't build driveway, electric or automated gates. Horse fencing in steel pipe rail and no-climb mesh, where zoning allows animals.

Common questions

Rancho Bernardo and 4S Ranch Questions

Is my address in the City of San Diego or the County?

A San Diego mailing address doesn't settle it; City Development Services or County Planning & Development Services can confirm a parcel.

Does a pool fence need a permit?

Plan on one. The City's building-permit exemption covers fences other than swimming pool barriers, and the County's 6-ft exemption excludes pool barriers too, so a fence that serves as the pool barrier goes through permit and inspection (SDMC § 129.0203; PDS 110).

When do existing homes have to meet the City's Zone 0 rules?

Fire-Rescue says owners aren't required to act yet: enforcement begins on or after February 28, 2027, and owners should attempt full compliance, including replacing noncompliant fences and gates, by February 28, 2029. Fences outside Zone 0 have no new requirements. In 4S Ranch the County code states no phase-in, so ask the fire district.

Can a fence go over the height limits?

In the City, a Neighborhood Development Permit can allow up to 20% more, on findings about grade, neighborhood pattern or safety (SDMC § 142.0350). In the County, an administrative exception can allow a 7 ft 6 in fence in an interior side yard, or in a rear yard that doesn't abut a street, private road or alley, with written consent from all contiguous owners (§ 6708).
